Goal

At the Customer facility CTS introduced an automatic dispatch control system as a solution for the tasks faced by the Customer:

  • To renovate the existing electric energy accounting data acquisition system
  • To provide the operating and dispatch personnel with comprehensive information for the management of the facility and its subdivisions, and the administrative personnel with information for planning, rationalizing and optimizing the facility’s operation
  • To increase the economic effect by means of increased electric power accounting accuracy
  • To lower the possibility of faults at the facility
  • To provide for a more rational energy usage and a tool for the implementation of energy efficiency solutions
  • To improve equipment operations, to prolong its service life and save on maintenance costs
  • To improve the working conditions of the operational, dispatching and process control personnel and the quality of their work.

Solution

The system introduced at the Customer facility is designed for:

  • Data collection from 14 Customer substations, data processing, archiving and display
  • Accounting of electric energy consumption at the different “Azot” subdivisions
  • Accounting of electric energy sales to external clients
  • Reception of accurate measurement data, remote device control
  • Data provision to the electric power dispatch center

“Azot” dispatch center equipment:

  • Main and back-up servers for in-line processing with Telescad software system
  • Main and back-up database servers
  • Mimic board
  • 11 workstations

Field-level equipment:

  • 14 RTU “Telekanal-M2”
  • 46 Multifunctional electric power meters “KIPP-2”
  • 110 Meters with telemetry output F68700
  • 10 Electric power meters CE6811

 The “Azot” plant automatic dispatch control system is dimensioned for 350 measurement information data, 1295 DI and 39 DO.

CTS has also designed the dispatch center layout.

Results

Thanks to the implemented automated control system the Customer gained a high-precision tool for monitoring the operation of its internal energy distribution grid. As well as this the company got an opportunity to make the right decisions on the future system improvement based on the detailed data and further analytical conclusions.

The system allowed to significantly increase observability and to improve the detection of emergency situations.
